In theory, you can absolutely remove a service area from GMB (providing the business *is* brick-and-mortar and you can provide the relevant address), just make sure you’re following Google’s guidelines, stated here: https://support.google.com/business/answer/9157481?co=GENIE.Platform%3DAndroid&hl=en.
